? On Friday, May 22, 2020, Yasunori Hada, Associate Professor of Engineering received the Technology Award from the Institute of Social Safety Science.
? He was jointly awarded with Tadayuki Sato, CEO of Speradius Co., Ltd., Gen? Matsuzaki, Professor of the Chiba Institute of Technology’s School of Creative Engineering, Toshihito Nishihara, Director of Medical and Professional Services, Medical & Care Division, ASKUL Corporation, and Kimiro Meguro, Professor of the Institute of Industrial Science, the University of Tokyo.
? The prize is awarded to “an outstanding technology (including systems, methods, disaster prevention goods, information technology, and management technology) that has been developed for the purpose of improving community safety and disaster prevention awareness of residents.” The title of the award-winning paper was ” Phase Free Concept and its Expansion for Design.”
? ?The concept of Phase Free is to protect the lives of people beyond the difference between the daily and emergency phases by everyday products and services. This is a concept for achieving a safe and secure society. Also known as “disaster prevention without preparedness,” this concept is attracting attention both in the public and private sectors, as a sustainable approach to disaster prevention.
? “I am very pleased that our collaborative research efforts have been evaluated by the leading society in the field of disaster prevention,” said Associate Professor Hada, the prize recipient, “Phase Free is a new concept comparable to barrier-free and universal design and we believe that it has a very high affinity with the SDGs. We will continue to promote Phase Free activities both in Japan and abroad to help improve the disaster prevention capability of Japan and the world. We’re going to do our best.”

 令和2年5月22日(星期五),工学院副教授秦康范荣获一般社团法人地区安全学会技术奖。该奖是与佐藤唯行 Speradius株式会社代表理事、松崎元 千叶工业大学创造工学院教授、西原利仁 Askul株式会社医学&护理事业部医学专业部长、目黑公郎 东京大学生产技术研究所教授等人共同受奖的奖项。
 该奖是对“以提高地区社会的安全性及居民的防灾意识为目的而开发的,具有显著贡献的优秀技术(包括系统、方法、防灾用品、信息技术、管理技术)”的表彰,获得表彰的题目是《防灾新概念“无阶段”的提案以及普及》。 
 “无阶段”指的是,取消“平常阶段”和“非常阶段”两个时间阶段的考虑,通过推广无论哪个阶段都能派上用场的商品和服务,实现安全且令人安心的社会。这也被称为“不用准备的防灾”,其不论官民,在各部门领域都可持续防灾的思考方式受到关注。
 秦副教授作为获奖代表,说道:“我非常高兴能从代表防灾领域的学会获得对我们研究小组的肯定。‘误解的’这个想法,是可以与‘无障碍’和‘通用设计’匹敌的新概念,与SDGs的亲和性也非常高。希望可以在国内外推动普及‘无阶段’这个概念,为提高我国以及世界各地的防灾能力而努力。”
